Description and targets
The Regional Innovation Action Programme has as main goal to endow Autonomous Region of Madeira (RAM), of a coherent regional strategy and a set of action programs that best values the advantages and the opportunities of the regional reality, as well as the weaknesses and the contrasts that naturally occur of the fact of being an insular region.
The program presents two action fields, tied to each other by the socio-economic situation of the region (RAM):

It is thus intended that, with the materialisation of the above actions, there shall be a dynamic development in the administration of the territory leading to a strong commitment in the accomplishment of this new project.
With the adhesion to this program the region intends to reinforce its strategic capacity in the domain of T-R&D - Innovation, simultaneously promoting an action plan and measures that assure an integrated approach, through:
With Regional Innovation Action Programme it is also intended to reinforce the regional partnership, public and private, which should permanently define and support the commitment to the regional strategy in T-R&D.
This program is also a bet in the development of a better and higher capacity on the administration of the territory, assuring a constant updating of the actions and T-R&D projects through:
This Regional Innovation Action Programme also points at giving priority to a system of innovative regional development, through the identification, definition and accomplishment of pilot projects in the domain of T-R&D and Innovation. Simultaneously it is intended to build the necessary resources to the development of a system of territorial administration.
We can present as goals of the program the reinforcement of the regional economy, the promotion of employment and human potential as well as an improvement in the quality of life and the preservation of the environmental values.
The Regional Innovation Action Programme has as main supporters: the Regional Government's vice-presidency, the Bureau of Planning and Finances (Regional Government), the Bureau of Education, Madeira Tecnopolo, AMRAM, UMa, CEIM, CITMA, AREAM, ADERAM, POPRAM, ACIF, ASSICOM, AJEM and, as consultant Mr. Michel Quévit.
Estimated total cost of 1.150.000€, of which 920.000€ are supported by ERDF.
This program had a duration of 24 months, between January 2002 and December 2004.
Description and targets:
The Project CIVITAS MIMOSA congregates a set of 13 measures being performed by the consortium that represents the city/County Council of Funchal (Funchal City Hall- CMF-, Horários do Funchal – HF -, and Madeira Tecnopolo – MT. At an European level, the CIVITAS MIMOSA consortium (Making Innov ation in Mobility and Sustainable Actions) also includes the cities of Boulogne, Gdansk, Tallinn and Utrecht, to a total of 19 partners. The two measures Madeira Tecnopolo is in charge of, are “Measure 8.1: Mobility Services – SMS” and “Measure 8.2: Location-enabled Mobile Search and Guidance".
Through a group in the total of 70 measures, the objective of this project is to work at close range with the citizens aiming at new initiatives and concepts of urban mobility. CIVITAS MIMOSA integrates the CIVITA-Plus initiative (Cleaner and better transport in cities) wihci represents a bet of the European Committee on urban mobility based on strategies both innovative and integrated for less polluting urban transports, according to the EU policies, targets and regulation concerning energetic efficiency, use of alternate combustibles, reduction of atmospheric emissions, particularly of carbon dioxide, noise, road security, and promotion of the use of public transportation and healthy life habits.
Therefore, this initiative aims at promoting sustainable mobility in an urban environment, privileging cooperation among European cities with differentiating experiences in this area, who also evidence a political will to develop integrated strategies in mobility. The CIVITAS MIMOSA project motto, “Learn how to move better, to live in better cities”, aims at allowing a good acceptance of our proposals, which pass through knowledge/acknowledgement of the actions and objectives of the project and, on the other hand to motivate the effective change of attitudes and create new transportation habits.
The CIVITAS MIMOSA partnership involves the cities/county councils of Funchal, Boulogne, Gdansk, Tallinn and Utrecht. Besides these, the consortium also includes the consultants ISIS (Rome), INTERACTIONS (Ireland), MasterPlan (Holland) and the Technical University of Berlin (TUB).
This Project implies a total investment de 3.5 million Euros to the city of Funchal (CMF, HF e MT) and of 24 million Euros for the European consortium.
The Project has an execution time of 4 years, from October 2008 until September 2012.
